摘  要
    20世纪70年代以来，人口老龄化逐渐成为全球范围的普遍趋势，随着我国人口老龄化的加剧，独居老人的关怀问题成为我国社会生活中存在的一个不容忽视的问题。然而由于家庭结构的变化，传统的家庭照顾已经不能适应我国目前的形式。社区的发展使其逐渐成为各种服务的依托和载体，在这样条件下，社区服务在独居老人关怀问题中的地位变得越来越重要。
    目前，很多学者在对独居老人问题的研究主要是对养老保险的研究，即老年人的物质生活保障方面。但是随着经济的发展和社会的进步，独居老人除了物质上的需求外，对健康和精神文化等方面的需求不断的增多，鉴于此，本文选择了对独居老人的关怀问题进行初步探讨。首先介绍了我国人口老龄化的趋势和特点，并分析独居老人问题出现的原因；其次从独居老人的需求和北苑社区为老服务的具体工作入手，找出了在关怀独居老人工作中所存在的问题；再次，介绍了国外社区在独居老人服务工作中的实践经验，结合我国的具体国情，提出建议和对策，即构建一个以社区照顾为主，政府、社会和家庭共同协作的独居老人服务体系。为其提供经济供养、生活照料和精神慰藉方面的支持，使得他们能够和这个时代和谐共处。

ABSTRACT
    Since the 1970s, aging population has been gradually becoming a widespread trend in the world. Along with the worsening of the aging population in our country, elderly people living alone has become the main concern of China's social life which cannot be ignored. However, due to changes in family structure, the traditional family care is unable to meet our current form. The development of community becomes the supporter and carrier of various services. Under such conditions, community services become more and more important in caring of elderly people living alone.
     At present, many scholars mainly focus on the study of the pension insurance in the issue of elderly people living alone, that is, the protection of material life of the elderly people. However, with the economic development and social progress, in addition to material needs, elderly people living alone have an increased demand in health and spiritual and cultural aspects. In view of this, this paper dose a primary research in caring of elderly living alone. First of all, this paper introduces the tendency and characteristics of elderly people, and analyses the reason why there living alone people exists. Then, the writer works out those problems exist in caring of elderly living alone. Through the needs of elderly living Alone and the specific work which Beiyuan community has done for those people. Last but not least, the writer introduces the practical experience of foreign community in the service of the elderly living alone, and proposes suggestion according to our specific national condition, namely to build a service system for the elderly living alone, that is community care as the main body and government, social and family working alone, to provide them support in economic support, life care and spiritual solace, so that they can adjust themselves to this era.

1.1人口老龄化的趋势和特点
    老龄化的标准很多，按照国际标准，一个国家或地区60岁以上的人口占总人口10%以上，或者65岁以上人口达到总人口的7%，即为老龄化国家或地区。按2005年统计，我国60岁以上的人口是1.44亿，占全国人口的11%，因此说，中国已经进入了老龄化社会。
