摘  要
    长期以来,政府一直是公共设施投资建设的最重要和最根本的主体。基础设施建设的PPP融资模式在世界范围内已经得到广泛的应用, 这种新型的项目合作模式的出现有效解决了政府部门在建设基础设施方面的公共资金不足的难题。但在PPP模式中政府必须要承担并分担一定的风险。本文首先通过对PPP模式的探究，进而从政府部门的角度来识别政府在PPP项目中的主要风险,在PPP项目中政府方主要面临政治法律、商业、决策、金融和环境等方面的风险。根据基础设施PPP项目风险分担原则，提出政府部门在应对风险方面的措施：首先转变工作方式和态度，其次项目的前期准备要充分，第三要建立全过程监管；第四、为项目的具体运作提供法律保障；第五要限制政府保证范围。最后根据实际给政府部门的提出相关建议：譬如要完成角色转换，项目过程当中不干预具体项目公司正常经营活动，给合作方提供支持，加快相关法律法规的立法进程，完善制度等建设，扩大宣传等。以便政府对风险进行管理和控制,使风险最小化。

ABSTRACT
    So far,government has heen the main investor of public establishment,the public establishment finance of the PPP mode  has been widely utilized all over the world,this has efficiently solve the problem of fund shortage in government's process of public establishment.but government have to assume some responsibility in this mode.in this article,we start with the delving in the PPP,then to recognize risks of PPP mode on government's standing:government have to face the risks of law、politics、commerce、judgement、finance and environmemt in the PPP.Base on the partaking of risk in PPP, govenments have to: first,change their working attitude and fashion;second,make full scale preparation before PPP startup; third,make full access supervision in PPP;fourthly, provide judicial guarantee for PPP;fifthly,restrict the guarantee of government.finally, provide suggestions to goverment ground on practice,such as changing the government role, stop interfereing nomal dealing of project company,provide supports to partner company, accelerating the legislation of relating statute,consummating system,enhance propagandization and so on.by doing these, governments can manage and minimize the risks.

前言
    公共设施项目是指市政、通信、电力、道路等与人们日常生活息息相关的基础设施建设项目,具有服务全社会、建设周期长、投资大等特点。随着社会经济的发展,人们对公共设施的需求日趋迫切,公共设施项目由政府单一投资、组织建设的传统模式逐渐难以满足这样的需求,并且政府对公共设施项目的垄断专营容易带来效率低下、管理混乱的问题。因此我们的风险研究建立在公共设施项目 PPP模式的基础上。
    这种项目实施的管理模式关键在于合理分担项目的风险。在PPP模式下政府必须对项目的风险进行系统的分析, 对影响大的风险加以严格的管理与控制, 使政府损失降到最低。因此,系统地分析政府的风险结构, 得到主要应控制的风险,为政府对风险进行管理和控制提供决策依据。
