摘 要
    县域经济处于宏观经济与微观经济的结合部，城市经济与农村经济的连接点，是国民经济的重要组成部分，石油型县域占我国县级行政单位总数的21%，对其走一条可持续发展道路的研究刻不容缓。志丹县作为一个典型的处于石油资源开采成熟期的石油型县域，正面临着石油资源的逐渐减少、生态环境的恶化和石油资源粗放式开发利用等制约石油型县域经济可持续发展的因素，本文从志丹县县域经济的现状入手，全面分析志丹县县域经济发展的现状和问题，在此基础上，通过依靠优化石油产业结构，县域科技创新，大力扶持非公有制企业，改善生态环境质量来实现县域经济的功能转型，促进石油型县域经济的可持续发展。

Abstract
    The county territory economy is a union department of the macroscopic economical and the microscopic economical, as well as junction of the urban economy and the rural economy, it is also an important constituent of the national economy. The petroleum county territory accounts for 21% of the total administrative units of our country, which is urgently needed to research the path of the sustainable development. ZhiDan county is a typical county in the mature period of the oil resource mining, which is facing factors of the oil resource gradually decreasing, the ecological environment worsening, extensive mining of the oil resource, which is a restriction of the county territory economy’s sustainable development. This article obtains from the ZhiDan county territory economy’s present situation, comprehensively analyzes the present situation and the question of the ZhiDan county territory economy development in this foundation, through the optimization of the petroleum industrial structure, the development of the county territory science and technology innovation, vigorously supporting the non- public ownership system enterprises, the improvement ecological environment quality, which helps to realizes the county territory economy’s function reforming, to promote the petroleum county territory economy’s sustainable development.

序言
    位于陕西省北部的志丹县，其自然资源较为丰富，矿产资源主要有石油、煤、天然气、白云岩、矿泉水等，其中石油资源最为丰富，储量约一亿吨，具有埋藏浅、油质好、易开采的特点。依靠石油产业，志丹县近几年经济快速发展：据2005年陕西省地方财政收入的数据显示，志丹县地方财政收入达到14.95亿元，人均财政收入1.12万元，均排名全省第一。志丹县目前是典型的石油财政，地方财政收入的90%以上通过石油生产实现，如此一味把财政收入压在石油上，极易形成风险财政，一旦资源匮乏，能源大县很有可能变为经济弱县，这很不符合科学发展观的要求。石油型县域经济可持续发展的路径在于优化石油产业结构，变石油开采为石油深加工，延长产业链；县域科技创新，大力扶持非公有制企业；改善生态环境质量；依靠县域科技创新，做强接续替代产业等，以促进县域经济发展。因此，怎样从能源大县转变为经济多元化的富县，不断培育新的经济增长点，使能源型县域的经济走一条可持续发展的道路是我们研究的重点。
