    本文从移动通信的发展历史出发，简要地介绍了从第一代至第四代移动通信的各自技术特点以及它们各自所能承担的业务特征。然后重点分析了WCDMA的关键技术，以及如何利用关键技术解决WCDMA网络规划和优化中可能遇到的问题。阐述了WCDMA在网络规划和优化方面与GSM/GPRS网络的区别，以及WCDMA网络规划和优化面临的挑战。接着重点分析了WCDMA网络的规划及优化的工程流程和注意事项，阐述了WCDMA网络的总体规划步骤，分析了WCDMA网络规划的目的、意义、要求。分析了WCDMA网络的规划分为三个部分，分别为核心网规划、传输网规划、无线网规划，指出由于无线接入网络的投资占据整个移动通信网络投资的70%以上，故在WCDMA网络规划中重点应放在无线网络的规划上。在对无线网络的规划及优化的流程做了各自分析后，总结网络规划和优化之间的关系，阐明了无线网络优化是网络规划工作的自然延续，是一个不断循环的持续性工作。再次，文章分析了一个WCDMA实验网络的规划及优化工程实例，重点分析了该例子中的站址选择、基站勘测、电磁环境测试等内容。
    文章指出，由于网络的规划与优化，特别是优化是一个长期的工作，因此工程经验对工作有着非常重要的指导作用 。相比于我国的WCDMA网络处于实验状态中，欧洲的WCDMA网络拥有多年的使用与成长经历，因此我们应多加学习可以收集到的欧洲的组网案例，总结他人的经验，指导自己的工作。

ABSTRACT
    This article sets out from the developing history of mobile communication, briefly introduced each technological characteristic and their business characteristic from the first generation to the fourth generation mobile communication . Then has analyzed the WCDMA’s key technology with emphasis, as well as how uses the key technology to solve the problem which in the WCDMA network planning and the optimization possibly meets.The text will expatiate on the difference of network planning and network optimization between WCDMA and GSM/GPRS,and the challenge of WCDMA network planning and optimizing will face with. Then author will analysis the project procedure and attentive matters in WCDMA network planning and network optimization,elaborated the total programming step of the WCDMA network,analyze the purpose,meaning of the WCDMA network programming and request. The programming that analyzed the WCDMA network is divided into three parts:the planning of core nerwork, transmission network, radio network.And this text Pointed out because radio network occupy the entire mobile communication network investment above 70%, therefore should place the radio network with emphasis in the WCDMA network planning in the plan. In has made respective analysis after the radio network planning and the optimized flow, summarizes between the network planning and the optimized relations, had expounded the radio network optimization is the planning work nature continues, is a long-enduring work which circulates unceasingly. Once more, the article has analyzed a WCDMA experiment network plan and the optimized case, has analyzed in this example station site choice, the nodeb survey, and electromagnetic environment test with emphasis.
    The article pointed out that, as a result of the network planning and the optimization, the specially optimization is a long-term work, therefore the project experience has the extremely important instruction function to the work. Compares is at in the experimental condition in our country's WCDMA network, Europe's WCDMA network has many years used and the growth experience, so we should study more case of Europe's network planning, summarizes other people's experience to instructs own work.

1．1 引言
    随着3G通信技术的发展，网络规划和优化工作越来越重要。对于未来的WCDMA网络运营商而言，如何经济有效地建设一个WCDMA网络，保证网络建设的高性价比是他们所关心的问题。目前，公众对WCDMA的网络规划及优化产生了极大兴趣。第三代移动通信网络的建设正方兴未艾，这一全新的移动通信技术与传统的GSM网络规划有着本质的不同。在全球范围内，人们正紧锣密鼓地开发和研制新的规划工具和计算方法，设计新的工作流程。而且，各大网络规划软件公司已经着手开发和研制针对这种新网络综合业务的有效算法。
